Meeting on updating the location of state land registered in the state property inventory of ministries, institutions and sub-national administrations to prepare certificates identifying the owner of real estate
On Tuesday morning, March 10, 2026, at Sokha Phnom Penh Hotel, Mr. Prum Chhim Thanu, Deputy Director of the Provincial Department of Economy and Finance, accompanied by expert officials, attended the Inter-Ministerial Committee Meeting On updating the location of state land registered in the state property inventory of ministries, institutions and sub-national administrations to prepare certificates identifying the owner of real estate, under the chairmanship of His Excellency Dr. Chhon Sopheap, Secretary of State of the Cambodian Agricultural University and Co-Chair of the Inter-Ministerial Committee.
The meeting was organized for the following purposes:
1- To summarize the progress and challenges of the registration of state land titles registered in the State Property Inventory within the framework of the Inter-Ministry of Economy and Finance and the Ministry of Land Management, Urban Planning and Construction (MLMPUC).
2- Review and discuss the need to collect detailed data and specific information related to the location of state land that does not yet have title deeds as a basis for coordination, review and propose solutions. 
3- Discuss and present an action plan for the working group of the National Land Reform Commission and the provincial and capital committees to coordinate, support and resolve issues at the local level.
The meeting was also attended by the invitation to lead the discussion forum and closing remarks by His Excellency Lor Davut, Secretary of State of the Ministry of Land Management, Urban Planning and Construction and Co-Chair of the NDRC. The meeting was attended by His Excellency the Secretary of State, His Excellency the Undersecretary of State, His Excellency the Secretary General, His Excellency the representatives of state property utilization units at the central and local levels in all 25 capitals and provinces of the Ministry of Economy and Finance, the Secretariat of the National Economic and Social Development Commission, and relevant experts, with approximately 350 participants.

On Wednesday, March 4, 2026, Mr. Prum Chhim Thanu, Deputy Director of the Provincial Department of Economy and Finance, attended a meeting to disseminate the circular on the implementation of the Financial Management Law for 2026 to the budget unit of the Ministry of Economy and Finance under the chairmanship of His Excellency Dr. Hean Sahib, Secretary of State and Head of the Budget Working Group at the leadership level of the Budget Unit at the Office of the Ministry of Economy and Finance.

The press conference was also attended by HE Meas Soksensan, Secretary of State and Deputy Chairman of the Leadership-Level Budget Working Group, HE Ek Chantha, Secretary-General of the General Secretariat of the Cambodian Chamber of Commerce and Industry, representatives of the General Department of Budget and all central budget units of the Ministry of Economy and Finance and the Capital and Provincial Departments of Economy and Finance, a total of 135 people.

Consultation workshop on three study reports, which are studies to collect inputs for the preparation of the 2025 annual progress report of the implementation of the public administration reform program, phase 4, "Accountability for Achievement"
(Phnom Penh): On 21th January 2026, Mr. Meas Soksodam, an official of the Office of State Property and Non-Tax Revenue of the Provincial Department of Economy and Finance, attended a consultation workshop on three study reports. This is a study to collect input for the preparation of the 2025 annual progress report on the implementation of the Public Administration Reform Program, Phase 4, "Accountability for Achievement".

The seminar was organized under the chairmanship of Dr. Yet Vinel, Undersecretary of State of the Ministry of Economy and Finance (MEF) and Deputy Secretary General of the Secretariat of the Steering Committee for Public Financial Management Reform (GSC). The high representative of Mr. Ros Silva, Secretary of State of the Cambodian Chamber of Commerce and Industry and Secretary General of the Cambodian Chamber of Commerce, accompanied by Mr. Um Yuthy, Director of Administration, Finance and Monitoring and Evaluation, Dr. Advisor and senior experts and experts of the Cambodian Chamber of Commerce, as well as representatives from all organizations under the Cambodian Chamber of Commerce, including the 25 provincial and provincial departments and ministries and institutions, a total of approximately 200 people.

It is also worth noting that these three study reports were prepared to identify priority tasks for the 2026 Public Financial Management Reform Program, especially linking public financial management to the provision of services to citizens and implementing a basic budget information system in line with the vision of the Public Financial Management Reform Program. In this sense, the results of this study will be an important input into the 2025 annual progress report on the implementation of the Public Financial Management Reform Program, Phase 4, "Accountability and Achievement", which is scheduled to be submitted to the Public Financial Management Reform Steering Committee in early February 2026.

This meeting was organized with the aim of gathering comprehensive additional inputs from organizations and institutions at both the national and sub-national levels to ensure comprehensiveness and the full consistency of the 2025 annual monitoring and evaluation report of the implementation of the public financial management reform program, phase 4, which is an important phase, requires all public organizations and institutions to be accountable for their achievements.

On Tuesday morning, 12th Rouch, Phalkun month, Rong year, Chasak, B.E. 2568, corresponding to March 25, 2025, at Farmhouse Resort, Kampong Chhnang province, Mr. Se Saran, Director of the Office of State Assets and Non-Tax Revenue of the Department of Economy and Finance of Battambang province, accompanied by 1 expert officer attended a meeting to review and monitor the progress of the implementation of the first quarter action plan for 2025 of the provincial and capital departments of economy and finance under the public financial management reform program, chaired by His Excellency Yate Vinel Undersecretary of State, Ministry of Economy and Finance and Deputy Secretary General of the Economic and Monetary Affairs Commission. The meeting was attended by the President, Vice President and technical officers of the Department of Economy and Deputy Secretary General of the GSC. On Tuesday morning, 5th of the month of Phalkun, year of the Rong Chasak, CE 2568, corresponding to March 18, 2025, Ms. Heng Sotiny, Director of the Sub-National Budget Office of the Provincial Department of Economy and Finance, accompanied by 1 official, attended a workshop to disseminate the SWOT analysis report all 25 capitals and provinces and training on public financial management and local economic development under the Public Financial Management Reform Program, chaired by His Excellency Um Yuthy, Director of Administration Finance and Project Monitoring and Evaluation of the General Secretariat of the Steering Committee for Public Financial Management Reform (GSC), accompanied by senior experts and experts from the Ministry of Economy and Finance. This workshop and training course is organized to increase awareness and strengthen the capacity of the Department of Economy and Finance and the Capital and Provincial Administrations in performing functions related to economic management and public finance at the local level more effectively. This workshop was also attended by His Excellency, Madam, and Mrs., representatives of the Ministry of Planning, the Secretariat of the National Committee for Democratic Development at the sub-national level, ministries, institutions, administrations of all 25 capitals and provinces, and representatives of the Department of Social Affairs of all 25 capitals and provinces, a total of approximately 200 people.
